what does that mean exactly? It would help a great deal if such things were written down in the AMWiki!!

1 foreign fc = 2 fc. That is [1]7 means you could have 7 focus cities (including your home base) in one continent or 5 in one plus 1 in another region.

Now go write it down in the wiki. Practise makes perfect. Type in 100 times and you will remember it :lol:
