Title: World 5: How much does it costs to create a foreing base?

I´m planning to create a foreing base. I´m homed in Central America (wich has only 3 airports)   :cry:  and want to create a base either in North or South America. But I have some questions...

Can I create a base even if I dont have a flight between my home city and that city?

The cost of bases remains 60x cost of gate?
