I would trust the first one posted by JPS that data is compiled by a govt agency (civil aviation authority) ... not the second one .... that one is meant for investors and made by the stockmarket listed airport company that wants the investors, whom have been known to be optimistic over the years. Although the difference can be explained by the airport company including transit pax and the civil aviation authority excluding them.

Both data are exactly the same.  The one I posted above includes transit passengers.

data from http://www.aviation.go.th/technical/international/inter2007.pdf
BKK - 39,540,933 (int. + dom.)

data from http://www2.airportthai.co.th/airportnew/irweb/eng/investor.html
BKK - 39,540,933 (int. + dom.)
BKK - 41,210,081 (int. + dom. + transit)

If transit passengers are not considered here in AM, then I'd go with the data posted by JPS.
