Title: Question concerning terminal built gates.

This may have been posted before, I apologize if it has.

If I build a terminal with 5 gates, and only use 3 of them, would 2 gates be returned? Since I built them I would keep even if they had 0% usage, correct?

Correct, they will stay with you. Forever long until you ask an admin to remove it.

However, if you still have at least 2 rented gates, then those WILL be returned.

Well, 48 is the max. It could also go down to 25. It depends on the day the gates are unused.

I built gates at my bases, but I am still being charged for gate rentals.  I thought if you built gates, you no longer paid rental fees

That is technically correct. However, you have maintenance costs (which is 75% of the per-gate rental fee). Those "maintenance costs" are still reflected in the Gate Rental Fees section.
