Two Questions, what decade will the new round cover?
and
What determines the starting aircraft and cash for a player in the new round.  I see some players starting off with an advantage in the last round.

Read Stephen's post for the first question.

The admin team determine the starting plane and cash.

People starting off in larger airports would have a relative advantage, as in the free base would boost their asset a little, but that is only limited to the different in gate value.
