Title: Only 20 alliance flights allowed right?

I thought someone could only start 20 flights from a base of an alliance member? How does it come that Nordeste can do 21 from Bangkok?

I wouldn't have noticed it if this guy wasn't massively dumping Caravelle 12's on routes that others like me where flying small planes on. Which is irritating because the prices have gone completely down the drain. He also flies on high frequencies.

Said-airline has 20 alliance routes departing BKK, and 1 arriving into BKK. Hence, 21.
