Why does tehran mehrabad (THR) have 150 gates, while mashhad has 250?? tehran is the capital city for crying out loud!

I think it has to do with mashhad having the larger passenger number. Last I checked, Atlanta and Chicago were not the capitals of the US and they are the two largest in the the US in the game.

Mashhad is worth more than Tehran:
a gate worth 300,000 euro starts with 300 gates
a gate worth 250,000 euro starts with 250 gates
a gate worth 200,000 euro starts with 200 gates
a gate worth 150,000 euro starts with 150 gates
a gate worth 100,000 euro starts with 100 gates
a gate worth 50,000 euro starts with 50 gates
In this case, Mashhad has more passengers than Tehran and starts with more gates because the gates are worth more...
It doesn't matter about the capitals or key cities...
