Title: Fuel - Admin may want to read before the round starts.

Guess I better report it as it'll reward high fuel using planes. Check your finances, a stray negative has flown in the script and is paying us to use fuel.

Since I am only a mod, i cannot inspect it sorry

I cannot seem to re-produce this bug for some reason...

Edit, while trying to fix it I solved another bug that wasn't reported. Costs have gone up accordingly.
