Title: Rule of thumb for fee for creating a new base at a $ airport

I looked through the manual but it makes no mention of this that I can see.  I'm looking to create a new base.  I'd like to do so at a busy hub.  The issue is leasing enough gates to do this requires a significant investment.  Once I do this, I then find out what the fee would be to create a base.  Should I not be able to know this before making the base?  Is there any way to tell?  Help would be appreciated.  Thanks.

Yeah that makes getting a new base a tad pricey.  Do the airlines pay this cost in reality?
