Why the game hasn't restarted, but people's values are moving up?

Will it be reseted after the 24hrs period passed (to everyone the same)??

Values are moving up because:

Brokers get scraps
Cheaters cheat by making their own accounts
Gate Value
Routes

depending on where peple have chosen their gates the gate value is added to airline value so some people have more expensive gates hence higher airline value
