Title: Unable to create routes from new base

Airlines Name : Air Pacific
id : 4250
Just create a new base is PPT but not able to create route from there
with error message "It appears the maximum number of alliance routes has been achieved from this departure airport"

patched temporarily, still hunting down the cause.
