Title: [FIXED] Unable to start a focus city

You need to have more than 3 gates to create a focus city.

I am trying to start a focus city in Denver, but it won't let me.  No city appears on the little drop down menu.  I have 3 gates in Denver.  Is the problem money? How much does it cost to start a focus city?

I have the same problem. My "start" city was Oslo, and now I'm trying to make Bergen a focus city. I have 3 gates, and the cities are both in Norway.

I think the problem is that you need more than 3 gates...

I tried to start a focus city in Detroit with 3 gates. Did not work... After I rented another 3, I was able to start one. So I have 6 gates in Detroit and it is my focus city...
