Title: Bug within alliance-feature

I think I have found a bug within the alliance feature. Allthough I am still not a full member of my alliance - USG (status still pending), I am already able to vote against other petitions! This may have huge influence on the outcome of the petition.

Admins, pls fix that. Thx.

This bug should be fixed.  Also, a very minor formatting bug in view_alliance should be fixed.

Lemme know if it's not fixed.
