That's hard to say with this limited information. The best you can do is to open it up at the airport with the most passengers - I suppose there's no competition?

well in real life where would you like to have the most options to travel to/from? And there is no competition so I don't have a problem opening any size base. And if any more info is needed feel free to ask me what you want to know.
