Title: [=] Private Alliance

When somebody joins a private alliance and it goes to a vote, a message should be sent to each member of the alliance, so that they know a vote is happening.

^Hopefully this is not in the game already because I took a break from airline mogul, so I don't really know.

A vote starts when you apply to a closed alliance. The alliance owner can override the vote.

I think notification should first go to the alliance owner. If the alliance owner votes (as opposed to outright accepting/rejecting the applicant), then a message is sent to the rest of the alliance members asking them to vote.
