Title: [Fixed] Double hubs?

CorpEx in PW#1936. AiRevoLegacy, has two hubs at the same airport. Is this possible?

I have merged the two gates into one. The user will have to rent additional gates to bring the slots into line again.

Now this bug is fixed, but the over 100% bug is still alive. (Now it says under the utilization tab 151%)
