Title: New Hubs. Do they all cost the same?

I am looking to open a new hub in each of my games.  One is at Kansas City, on is at Washington Dulles, and one is at Billings.

I know the Kansas City hub costs about $12,000,000 to open, but is this a flat rate or is it based on passenger movements at each airport?  Will Washington and Billings also cost $12,000,000, or will Washington cost, say $20,000,000 and Billings cost, say, $2,000,000?

For a hub you first need 4 gates at the airport. and then the cost for a hub is 60x the gate price so Atlanta is one of the most expansive while an airport with a gate cost of 50,000 would be the cheapest.
