Just read that today. I don't understand what:
 
Limited 2 n.5's per airport pair. means.

 The selected part is the part I don't understand

What does it mean?

They are old rules, so i assume he meant no more than 2 0.5 frequency flights for each airport. Back in the early days, i seem to remember that it was not automatic, so allowing you to create more 0.5 frequencies than would be possible.

Thats basically it, but n in this case means any number. So 1.5, 2.5, 0.5 etc.
