ATL only has a total of 50 gates in game, which should be much higher considering it's size.

I think this bug happened when the wrong passenger numbers were put in or something similar as gate cost and numbers should have been the lowest possible. Will work on it now.

Fixed. ATL now has 275 gates free.  :)
