Title: Airports in Philippines---bug

Noticed that some airports in the Philippines don't have the province yet.. :( Here's the list and what province it is.

RPUR-Central Luzon
RPVC-Eastern Visayas
RPVF-Eastern Visayas
RPUY-Cagayan Valley
KPLO-Mimaropa
RPMJ-Zamboanga Peninsula
RPUG-Ilocos Region
RPLU-Mimaropa
RPUQ-Ilocos Region
RPVO-Eastern Visayas
RPLN-Cagayanh Valley
RPUX-Central Luzon
RPVU-Mimaropa
RPNS-Caraga
*KPLO should be RPLO.

We will have the provinces for Philippines updated soon. There will also be functionality added to the Submit Airport page to allow the users to select provinces for countries already included.
