I have received this message:

Subject: Brokerage Request Listed
Message: As per contract signed on brokerage deal #65, 1 of recently delivered ATR-42-500 have been listed exclusively to you by Air Elbonia. The broker may rescind this offer after 3 months, but not prior.

How can I get the plane and put it in to use?

Should I click BUY at this page (Aircraft->Used market)?

Yep.

the brkr process is
1. you pay a deposit and select the aircraft
2. someone takes the order, supplying the rest of the funds.
3. when delivered it's listed to you for the remainder of the agreed upon price.
4. you buy it, fly it, and such.
