For public worlds, there's a topic about it here (http://stephenm.org/smfforum/index.php?topic=1487.msg9118#msg9118). Basically, those deemed suitable will be invited by staff to become one when it is seen as necessary to have some more.

who do i email to say that two people are sharing one computer and both have diffrent accounts

Email to :staff: . That would notify all our staff members and prevent the email from being delayed.
