Title: [NAB] Not Allowed to Rent Multiple Gates

I tried to rent 8 gates from the ATL Airport Page (because I had used up all of my other gates (12 gates at 100% usage)), and this message showed up after I clicked 'confirm':

"Sorry, you have not already used up your current gates. Please do so before trying to rent more."

I've tried renting from the airport page for about 3 times and the same message pops up every time.

Off hand, I may have included "speculative" logic so that if you try and rent too many gates at once, it won't let you. Try renting 3 or 4 gates, fill them, then rent the additional gates.
