Title: Alliance Was Deleted

So I first petitioned to join an alliance and then I withdrew my petition.  I then created my own alliance.  I got a message in the game saying my alliance petition failed.  My own alliance that I created was also deleted.  Can anyone explain that?  I know I don't have to petition to join my own alliance that I created.

I recreated the alliance, but can you "refund" the cash I used to re-create it?
