Title: Markup problem in brokerage system

In the brokerage system, it reads:

In game:
Markup percentages range by whom offered to.
(0%)-(+35%) for public listings,
(-2%)-(+35%) for general private listings,
(-10%)-(+35%) for listings with game brokers.

With a private request to a normal airline (i.e. not an official broker), percentages go from -2% to 35%

As per my understanding, if you specify a target broker which is not a official game broker, then you may have at most 2% of discount.

But when I tried to issue a broker request to me (and also my friend), it failed to give me any discounts and return to 0% of mark-up.
I tried this in world #737 and #506, the results are the same: Not any discount for a direct private listing (except broker).

Any ideas on this? Or the policy changed?
