Title: [Not a bug]Inability to create focus city?

In W506, I'm having problems as I cannot create a (fourth) focus city.

Airports: BCN and JFK
Problem: Cannot create focus city
Description: I had rented 4 gates in a city I wish to make a focus city, but the option did not appear. I tried this in JFK at first and then at BCN

You are based in Asia, with a foreign focus city at SEA already. W506 only allows one foreign focus city.
