[NaB] Maximum amount of bases

Hello

I am in a world where there is a maximum of 3 bases of which one is foreign.
I currently have my main hub in Copenhagen and a foreign hub in Beijing.

The issue is that I want to open a new hub in Europe. But when I try to create a base I am told that I already have the maximum amount of bases, and that I have to close one in order to make the new one.
Please help me!

Its not bug foreign hubs is count as 2 hubs - you can have 3 dosmestic hubs or 1 domestic and 1 foreign.
