It's the phonetic alphabet, used in aviation.

The first letter of each word is the letter meant, so Alpha India Romeo Bravo Uniform Sierra One-Zero-One-One is Aibus1011. It is so you can distinguish easier between the letters on the radio, instead of hearing A-I-R-B-U-S, which could easily be E-I-A-D you is or something like that.... :P

You can substitute some words with others if you want. Pilots often do that.

Maybe, but the official word is November, and if you were to substitute that word, you clearly wouldn't use 'Negative', as this could also mean 'No'. Thus, instead of saying 'November Oscar' (no), you could say 'Negative', but not 'Negative Oscar'.
