I'm willing to join as broker. Does that mean I can base in Europe, or do I have to take a Europe slot for that as well?

You can take any continent you want. Since your airline capacity is limited, you can base pretty much anywhere.

In the select world, i see that the cash is €1. Is that true if i'll be rewarded 2 billion when i'm join the world.

Brokers: the 15 billion euro annual subsidy will be awarded biannually, 7.5 billion every six months.
