There will be an update on the 27th.  They hope to have it back up by then, but there not sure how long it will take.  So it could be longer.

No probably not.  From what Stephen has told me there will be an update on the 27th not a necessaraly reopening of login.  They hope to but if the problem isn't fixed they won't.
